Position Summary: The Programme Specialist – Agriculture will be responsible for implementing and supporting sustainable agriculture initiatives in the Netrang region. This role involves working closely with local communities, farmer groups, and internal teams to promote climate-resilient farming practices, enhance productivity, and ensure food security.
Skills:
Sound knowledge of procurement systems, compliance, and vendor management, preferably in the development sector.
Strong knowledge of procurement planning, cost negotiation, and compliance mechanisms
Excellent communication, coordination, and training skills
Analytical skills with attention to detail
High ethical standards and transparency
Proficiency in MS Excel and procurement documentation
Willingness to travel to cluster offices and project locations as required
Must have own vehicle

Job Profile
Liaise with donors and government departments to ensure program alignment, compliance, and collaboration.
Provide comprehensive support to teams engaged in agriculture-based projects across regions.
Conduct training and capacity-building sessions for field staff, village leaders, and representatives from government and non-government organizations.
Develop training manuals and conduct needs assessments to tailor interventions effectively.
Promote productivity enhancement and crop diversification through field demonstrations and farmer engagement.
Plan and implement sustainable agriculture programs, incorporating climate-resilient and eco-friendly practices.
Facilitate market linkages to enhance the impact of agricultural production and improve farmer incomes.
Prepare detailed reports and maintain high-quality documentation of program activities and outcomes.
Draft program proposals aligned with organizational goals and donor expectations.
Analyze and understand program areas, identifying key issues, challenges, and opportunities for improvement.
Promote sustainable farming techniques such as the System of Crop Intensification (SCI), Conservation Agriculture, Integrated Pest Management (IPM), and Integrated Nutrient Management (INM).
Plan and manage agriculture budgets to ensure effective and efficient implementation of activities.
Build and maintain strong linkages with local stakeholders, community institutions, and service providers.
Ensure timely and accurate reporting to donors in English, supported by field data, photographs, and monitoring inputs.
Conduct procurement and budget analysis to support program implementation and financial planning.
Analyze program data and document impactful case studies for learning and replication.
Monitor program progress and provide strategic recommendations to enhance effectiveness.
Conduct program impact assessments and document measurable outcomes.
Oversee and manage all procurement processes—from planning to contract finalization—for Head Office and high-value procurements across the organization.
Coordinate with program, administration, and finance teams to develop procurement plans and budgets.
Maintain and regularly update a database of reliable vendors and service providers.
